Rule Change Proposal: 24-17 Class Rules C10.3b Sail Numbers
According to the Decision Making Process,
- Rules changes can be submitted up to 1st March.
- All proposals will be published on the website.
- The period from March to June will be used for public discussion and also for the Rules Committee recommendations.
- The Board will vote all submission on July.
- The approved changes will be sent to World Sailing (August) for final approval (November).

One question: what would happen if a newcomer (who just wants to try the Snipe and who doesn't own any boat) races on someone else's boat with an existing sail number (and which does not coincide with the hull number)?
Many of us own more than one boat and to promote the Class (especially towards young people) we lend one of our boats for free with a different sail number from the one we usually use.
Furthermore, to be pragmatic, is the Technical Committee able to manage all the requests for each single, even small and local, regatta?

I see your point and I may agree but the rule has an unintended effect as it is written.
Guess that I like the number 15790, what I do, and every year is paid by somebody else (in this case, you). According to the rule, I can order a new set of sails tomorrow with that number (ESP15790) and there is nothing you can do because the rule permits so. I get a sail number for free and you get frustrated because you spend money for other taking advantage and having no protection on your property. So, I can use any sail number that is paid for the year, any.
Another unintended effect, my particular case, I own 5 boats and I can use any sail number of the 5 but none of them has to be paid because the rule makes that exception in the last sentence, not requiring numbers to be paid if I own 2 or more boats.
The proposal will solve the problems.

I endorse this proposal for a different reason: Our Tradition of Sail Numbers!
o Within our class, each sail number carries a unique legacy. These numbers have graced the waters for years, representing the spirit of countless sailors.
o Some of these sail numbers have become legendary, etched into the lore of our community. They evoke memories of thrilling races.
o The archive of sail numbers maintained by SCIRA office is a treasure trove. It’s like flipping through the pages of history, where each number tells a story. It is possible to see an old Snipe picture and figure out who is sailing using the boat lookup feature.
In summary, the sail numbers are more than mere identifiers; they’re part of our class. I understand the Pietro point regarding a possible increase cost for newcomer, but, in my option, it is important to keep the sails/hull numbers and boat owners attached.
When I encounter a Snipe with an incorrect sail number, it feels akin to spotting a car with a forged license plate—a subtle but unsettling discrepancy that disrupts the harmony of our Class. Let’s preserve this tradition, ensuring that each sail bears its rightful number!

Hi Pietro, Technical Committee (TC) here means the regatta´s TC and not the SCIRA´s one. I would keep the Race Committe as an option to authorize an eventual change.

Me alegra mucho el razonamiento de Ricardo Lobato defendiendo la propiedad de nuestros números de vela y le felicito por ello.
Me horroriza pensar que pueda alguien usurpar el numero de vela 19981 con el que FELIZ GANCEDO consiguió TRES títulos mundiales, CUATRO de Europa y QUINCE de España. DOCE DE ELLOS CONSECUTIVOS.
¡¡¡Sería un sacrilegio!!!

This proposal is already covered by Section 18 of the Bylaws. According to the proposed new text, I may be wrong but I understand that:
• The sail number must be the same of the hull number
• In case a member is owner of more than one boat, he/she can use either sail number, but the number shall correspond to a boat current with the dues (but this is already covered by ByLaws 18).
• In case a sail number doesn’t correspond to the hull number, a request must be submitted to allow the change.
If I’m not owner of any boat I can ask the RC or the TC (if appointed) to use a different sail number, I can ask for any sail number (providing that under ByLaws 18 the dues have been paid) and the RC or the TC can approve.
In conclusion, I don’t see any difference from the amended rule.
If the aim is to avoid that ANY sail number is used, we should go back to the old rule (amended many years ago): “a skipper shall use a sail number of any boat he owns” and “a skipper shall use his own sails; borrowed sails not permitted”.
The current rule was introduced to allow non owners to sail a borrowed boat using loaned sails, but to prevent having “fantasy numbers” (although the rule is not followed anyway since we always see those fantasy numbers in the regatta reports).
To summarize, I’m not for or against, but I believe that the rule shall be written differently.
Anyway, I would maintain to submit the request to the Race Committee in case a Technical Committee is not appointed.

Parece que todos queremos lo mismo pero lo expresamos de manera diferente
Lo que tenemos que evitar es que cualquiera pueda navegar con cualquier numero fantasma SOLO CON PAGARLO A SCIRA
También tenemos que evitar que cualquiera pueda navegar con un numero PAGADO que no sea de su propiedad, si no tiene autorización escrita del propietario de dicho numero de vela o barco.
Quiero decir que si se me ocurre navegar con el 15790 de Prieto, tendré que presentar un escrito firmado por Prieto autorizándome a ello

I understand the aim of the proposal, but if that's the goal the new rule shall be written differently. According to the submitted text, nothing changes from the current rule. If a "permission" is requested, it must be clearly specified.
