Affects:

            Constitution                          By-Laws                                 Class Rules

Deed of Gift                 Rules of Conduct                     NoR or SI Template

            Other

Objective: Payment of SCIRA dues is mandatory to race in all SCIRA event.

Proposal (include current & proposed changed wording- changes to be shown in red):

Section 19. Dues

Each member of the Association and each owner of a Snipe Class boat, shall pay to the Association dues applicable to his/her country, the amount being determined by agreement between the National Secretary and the Board of Governors. Dues are to be paid by the members and the owners of boats already holding measurement certificates within thirty days after the start of their local Fleetís racing season fifteen days after the first regatta sailed. To be elegible to participate to a National or International Championship the Dues shall be paid before the end start of such regatta.

Section 20. Non-payment of Dues
If
a member or the owner of a measured boat of the Class shall fail to pay his dues within one month of the start of his Fleetís official racing season fifteen days after the first regatta sailed such boat and/or member shall become ineligible to race in the subsequent events for a period of 30 days.

In case of non payment of the Dues in a National or International Championship the boat and/or memeber shall be deleted from the final results and shall become ineligible to race in the subsequent events for a period of 90 days. And Such an owner a member shall lose his membership in the Association and all rights connected therewith. In the case of new boats launched after the expiration of the thirty days of grace, the owner may have his boat registered and measured and take part in the remaining point score races. If such procedure is not followed, the boat may not race in any open or closed races unless special permission is granted by the Fleet and approved by the National Secretary.

Section 21. Reinstatement.
A member suspended for non-payment of dues may be reinstated when current dues have been paid in
full.

Reasons: When sailors don´t pay for their boat and for themselves, they don´t belong to SCIRA, so they cannot be awarded with any SCIRA title or represent the country in any SCIRA regatta. In addition, not paying the dues represents a disrespect to all the sailors that pays worldwide and support SCIRA. NS is responsible in SCIRA for this, and should not allow to race those sailors.
