Rule Change Proposal: 24-15 Class Rules C7.2, 8.3 Technical Committee
According to the Decision Making Process,
- Rules changes can be submitted up to 1st March.
- All proposals will be published on the website.
- The period from March to June will be used for public discussion and also for the Rules Committee recommendations.
- The Board will vote all submission on July.
- The approved changes will be sent to World Sailing (August) for final approval (November).

I am not aware of any World Sailing Regulations saying that these functions correspond to the
Technical Committee. As the proposer said, at small regattas there is no measurer appoint.
I would keep this flexible saying that all these functions could be adresses to the Race Committee "or" the Technical Committee. The SIs of each event will clarify who is actually in charge.

I also would leave both options, in case a Technical Committee is not appointed or there is no one with the required expertise to hold this position.
