According to the Decision Making Process,

  • Rules changes can be submitted up to 1st March.
  • All proposals will be published on the website.
  • The period from March to June will be used for public discussion and also for the Rules Committee recommendations.
  • The Board will vote all submission on July.
  • The approved changes will be sent to World Sailing (August) for final approval (November).

The last sentence of Section 9 was introduced in 2017 after Proposal 16-04, which I submitted, was approved by the Board. Now, after just 5 years, we want to go back with the new proposal 22-05.
For your convenience, I rewrite the objective and reasons of the proposal 16-04 (approved in 2017), which are, in my opinion, still valid today.

Objective [of the proposal 16-04]:
According to the current [i.e. 2016] SCIRA Constitution whenever there are five or more boats of the Class, all built to conform to the rules, a Fleet may be formed. A new Fleet may organize with a three-boat minimum under a temporary charter for one year; the second year, they can have an official fleet with only four boats; the third year, five boats or no fleet.
Snipe sailors from a small/new country cannot form a fleet and cannot form a new SCIRA country.
Times have changed and while fleets are important, we need more people sailing snipes, even in small and new country where there aren’t Snipe fleets. We need to be inclusive and to welcome in our organization new sailors and new countries.
The proposal consists of creating a "special status" for small/new SCIRA country (they can form a fleet and become SCIRA country even with only one boat).
Reasons [of the proposal 16-04]:
To be inclusive and to promote our Class in small and new countries.
Have new and more SCIRA Countries and new Fleets is a good advertising for the Class. In the sailing community.
More countries means more Snipe sailors potentially interested in sailing and buying Snipes.

With this objective and for these reasons, in 2016, the Board approved this proposal, which took effect in 2017. In my humble opinion there is no reason to delete the last sentence of Section 9, going back to 5 years ago.

The current version of Section 9 is the most inclusive ever, giving opportunity to a new Country to be recognized with one active boat only. But, this is an exception. In my mind a fleet is a “group” not a “single”. The Constitution already covers the situation, why extending the “one man, one boat, one fleet” to already active Countries? On the contrary, forcing the Snipe lovers to group together might increase the boats number.
