Rule Change Proposal: 22-03 Rules of Conduct Image

According to the Decision Making Process,

  • Rules changes can be submitted up to 1st March.
  • All proposals will be published on the website.
  • The period from March to June will be used for public discussion and also for the Rules Committee recommendations.
  • The Board will vote all submission on July.
  • The approved changes will be sent to World Sailing (August) for final approval (November).

The Rules of Conduct are the basic rules to follow to organize and manage the Snipe regattas, especially the major championships. In the last few years, to speed up the measurement procedures with the purpose of shortening the events’ schedule, a sort of In House Measurement has been adopted. The IHM has worked well but isn’t included in the RoC so I agree to add the system into the rules.

But, instead of the proposed wording in 22-03, I would suggest the following:
"3.7 Measurement at any International or national Championship can be conducted either on site or in house according to the Notice of Race of the event, but at least sails stamps, decals, paddle, tow line and personal flotation devices are required to be checked on site. If the weight is checked in house, the position and amount of the corrector weights shall be checked on site. Other Championships in addition to the above lower level are required to measure boats [...]

In my opinion this wording is clearer, giving room to the Organizing Committees to manage the measurements according to their capability, available facilities and volunteers.

But, there’s something hidden in the proposal: the mast step won’t be checked anymore. If we link this proposal to the 22-15, it appears that the purpose of those two new rules is to let the mast step movement not restricted.
