Rule Change Proposal: 24-03 Constitution Section 23
According to the Decision Making Process,
- Rules changes can be submitted up to 1st March.
- All proposals will be published on the website.
- The period from March to June will be used for public discussion and also for the Rules Committee recommendations.
- The Board will vote all submission on July.
- The approved changes will be sent to World Sailing (August) for final approval (November).

Without getting into this controversy...
Until 2007 (if I'm not mistaken) the Board was formed by 12 members (with members from many different countries). The number was then reduced to 7 voting members to make decisions more efficient and faster.
The possible creation of new General Secretaries, different from the current ones, should take inspiration from the territorial division of World Sailing which divides the MNAs into sailing regions ( https://www.sailing.org/inside-world-sailing/organisation/our-family/national-federations/ ).
However, we should consider the need to organize continental or macro geographical area regattas with wide participation, as currently happens for the Open Snipe European Championship and the Western Hemisphere and Asia Championship (formerly called Western Hemisphere and Orient Championship). And the main goal of a General Secretary is to taking care of these macro geographical areas.

This proposal adds a new sub-region to the Snipe world. Willing to not participate in a quarrel “ad personam” (which shouldn’t be the starting point of a new proposal), I only ask some questions:
• Was Japan informed about the proposal? Do they agree?
• Does South America include Central America countries (as per WS)?
• The proposal also affects the Constitution (Section 34), but there is no new text proposed for the section; is there any?
If accepted, the proposal raises the number of the voting members to 8. This may foreshadow a parity in voting, and thus a probable change to Section 23.5 of the Constitution in which the commodore's vote counts double in case of parity.
