Rule Change Proposal: 21-05 Dues for boats 30 + years old

Regarding the different level of dues for older boats. I don't think nderstand the thought behind this proposal. Here you have sailors buying from 2 to 5 jibs per year, 1 or 2 new mains, and they can't afford the tiny amount to pay for an cura boat or 2.
To back up my comment; I have for years paid for all my boats, varying from 5 to 2 each year, and have done so with pleasure
