Rule Change Proposal: 22-16 Shroud Adjusters

QRT is fitted on many boats we manufacture. Surely because this device makes shroud setting easier for beginner and much safer even in rough condition. This is why Japanese university students choose to fit this devise on their boat. This device might be able to be adjusted under higher tension because of higher durability, but this also means higher reliability and safety. Like Louise pointed out in the proposal, this rule should be considered with the mast step rule. To avoid cheating, I think condition of use is enough. Every cheating could be done if sailor really tried, it is every sailors sportsmanship.

Luis esta acertadísimo, hace tiempo que vengo diciendo exactamente lo que propone, eliminar la regla C.9.3 o no dar facilidades para incumplirla. Los tensores de rosca no los utilizan los principiantes, SON LOS BETERANOS quienes los necesitan para afinar su puesta a punto y desde luego, nunca evitaremos que quien se lo proponga haga trampas, nuestro objetivo debe ser no darle facilidades a quien las quiera hacer.

Unfortunately, the rule itself doesn't prevent cheating. Sailors who rig the boat with the QRT adjuster actually cheat. Seen at the Europeans in Split. But, also the sta-master allows to cheat under tension. Seen in several championships. And it's impossible to protest . The explanation to support the proposal is wrong. The class had never allowed specific shroud adjuster. The class rules always has forbidden the adjustment while racing. The result is that many sailors, especially top level sailors, cheat. To avoid cheating a hard rule is necessary. Be aware that World Sailing will never approve a generic rule like this, the Sailing federation usually requires a for the class rules a detailed wording.

La regla C.9.3 i) debe especificar que solo se permiten ajustadores de pasador con anilla o eliminarla, dejando libertad para modificar en regata la longitud de los obenques.
