Tribute to Arturo Delgado in Cartagena

Arturo Delgado, who served as the National Secretary of the Snipe Class in Spain from 1969 to 1974 and from 1979 to 1981, and as SCIRA Commodore in 1982—and who also held the position of President of the Royal Spanish Sailing Federation from 1984 to 1992 and from 1996 to 2000—received a heartfelt tribute from the Naval Regatta Commission during the Admiral Chief of the Cartagena Arsenal Regatta.
