Rule Change Proposal: 24-07 Constitution Sections 28 & 30
According to the Decision Making Process,
- Rules changes can be submitted up to 1st March.
- All proposals will be published on the website.
- The period from March to June will be used for public discussion and also for the Rules Committee recommendations.
- The Board will vote all submission on July.
- The approved changes will be sent to World Sailing (August) for final approval (November).

I do not agree with the last part of the proposal:
"Changes to the Deeds of Gift and the Rules of Conduct shall be approved by the Board of Governors at any time to be effective on January 1st of the following year."
I remember that the Decision Making Process allows all the Scira members to read the submitted proposals, to examine and comment them, starting a public discussion amongst the members. Then the Board, after reading the comments and evaluated different opinions, decides whether to approve or reject the proposals.
The Decision Making Process guarantees a democratic discussion.
RoC and DoG contain important rules of our game, which if changed, can radically modify our sport: we can think about the Wind Speed Limits, the Race Courses, the age of the Juniors or Masters (with their categories), the eligibility criteria, the number of races per day and so on...
These are not secondary rules or insignificant details. Therefore any proposal for changing RoC or DoG must be published, discussed and voted with the Scheduled times by the Decision Making Process, as happens now.
A "procedural shortcut" ("at any time"), in my opinion, is not appropriate.

To standardize the RoC with the other rules (Class Rules, Constitution etc.) might be acceptable. But the DoG should stay separate. If a change of the RoC is approved in August, in case the new rule affects any DoG and this isn’t specified in the proposal, the affected DoG should be amended at any time to eliminate any possible inconsistency between the RoC and the DoG.
