The current process for chartering Snipe sailboats and Coach RIBs for major events (such as World, Junior, or Continental Championships) relies on outdated, decentralized, and manual practices.

Historically, charters have been managed via static lists, direct owner messaging, or local word-of-mouth. While this informal approach has local charm, it lacks scalability, consistency, and modern convenience.

Key Drawbacks of the Current System:

• Opacity: Lack of clear pricing, availability, and standard contract terms.
• Inconsistent Boat Quality: Significant variance in boat condition, rig setup, and race-readiness.
• Arbitrary Assignment: Unclear allocation systems leading to perceived unfairness.
• Administrative Burden: High effort for Local Organizing Committees (LOCs) to manually track rentals.
• Logistical Bottlenecks: Many available boats sit unused simply because owners lack the means, time, or equipment to transport them to the venue.

2. Strategic Goals

The main objective is to establish an official, SCIRA-backed digital platform (Web/App) that streamlines the charter ecosystem for sailors, boat owners, and event organizers.

Core Objectives:

• Centralized Booking Engine: A modern “Click & Rent” platform with real-time availability and First-In, First-Out (FIFO) booking logic.
• Integrated Transport Network: Bridge the gap between non-transportable boats and available drivers or transport partners.
• Comprehensive Fleet Catalog: Rich listings featuring photos, equipment specs, location data, and historic race performance.
• Technical Standardization: Search and filter capabilities based on key hardware configurations (e.g., hull builder, mast, traveler vs. central sheeting, board, jib layout).
• Transparency & Quality Assurance: Standardized contracts, a peer-rating system, and an integrated marine insurance partner.
• Official Governance: Oversight by a designated SCIRA Charter Coordinator working alongside event LOCs.
• The SCIRA Charter Coordinator can aggregate individual transport requests along major routes to organize cost-effective group trailers or shipping containers.

D. Quality Control & Insurance

• SCIRA “Charter Certified” Rating: Establish baseline safety, structural, and hardware standards for boats featured on the platform.
• Two-Way Review System: Renters rate boat quality and accuracy of listing; owners rate renter care and compliance.
