Initial Committee Status Report Supporting Documentation

The International Board of Governors has recently approved a proposal to present the Snipe for consideration to ISAF as an Olympic Boat. The following committee has been appointed to head this project.

  • Past Commodore Brainard Cooper
  • Pedro Garra, Board Member
  • Peter Commette, USA
  • SCIRA Italy member to be named

The objective of this committee is to attain selection for the SNIPE as equipment for one of the 2008 Olympic Sailing Events, with minimal intrusion into the SCIRA organization.

Our South American Snipe friends are already hard at work with the Federations for the Pan Am Games and ISAF is aware of our excellent efforts.

There is a lot of work to be done We are asking that each National Secretary inform their members of SCIRA's intentions and make contact with your respective Federation and ask for their support.

Following is a timetable for ISAF and our committee:

  • Application deadline - March 15, 2004
  • Agreement deadline - May 15, 2004
  • Equipment Trials - May 3-8, 2004 in Torbole, Italy
  • Presentation - November 5-14, 2004 in Copenhagen, Denmark

SCIRA SNIPE in Olympic Committee Report

June 1, 2004

The SNIPE in Olympics Committee was assigned by 2004 Commodore Yamamoto for SCIRA to pursue the selection of the SNIPE as equipment for one of the applicable events in the 2008 Olympics in Quingdao, China. The 2003 SCIRA Board approved this pursuit via a motion and electronic ballot in late 2003. The reason for this effort is that SCIRA needs to gain recognition with national governing bodies (NGB) for sailing. NGB control money and schedule for the country. The growth of the SNIPE is linked to our relations with NGB. In many regions of the world, the SNIPE is ignored by NGB because the SNIPE is not Olympic equipment. In the future, as sports funding is less available, the SNIPE will need recognition from the NGB. In addition, our participation in regional games, such as the Pan American Games is in danger because the SNIPE is not Olympic equipment.

The committee consists of:

The 2004 SCIRA Board approved a motion via electronic ballot to send submissions prepared by the committee. Attached please find a copy of the submission for the men's dinghy event and a copy of the submission for the women's dinghy event.

The 2004 SCIRA Board UNANIMOUSLY approved a motion via electronic ballot authorizing Commodore Yamamato to sign an agreement between ISAF and SCIRA with duties and responsibilities of both parties, if the SNIPE is selected. The committee provided research and legal advise to the Commodore and to the Board. A letter of understanding accompanied the signed agreement. Attached please find a copy of the letter of understanding and a copy of the agreement signed with ISAF.

The equipment will be selected in the ISAF meeting of November 2004 in Copenhagen, Denmark. While the SNIPE is not yet selected and the chances are not as good as SCIRA needs, the SNIPE has gained a lot of recognition and ISAF highest levels are now aware of our SNIPE.

There is still a lot of work left to do, if we are to have success in this effort:

  • Publicity: power point presentation, brochure, parties, web site, etc.
  • Lobbying inside and outside SCIRA
  • Representation at the June 5-6, 2004 ISAF meeting in San Diego
  • Representation at the November 2004 ISAF meeting in Copenhagen, Denmark.
