NOTICE OF REGATTA

1997 JUNIOR WORLD CHAMPIONSHIP OF SCIRA

Clube de Campo de São Paulo and the Snipe Class-Brasil, cordially invite all qualified Junior Snipe sailors to attend the 1997 JUNIOR WORLD CHAMPIONSHIP OF SCIRA to be held in São Paulo, Brazil, from November 15 to November 21, 1997. Clube de Campo de São Paulo has over the years been host to many national and international Snipe regattas and will be honored to welcome all eligible international junior sailors for a week of top notch sailing and social events.

 

1. Site

The 1997 JUNIOR WORLD CHAMPIONSHIP OF SCIRA will be held November 15-21, on Guarapiranga Lake, São Paulo, SP, Brazil. The regatta will be hosted by Clube de Campo de São Paulo, in cooperation with the Snipe Class-Brasil, under the authority of FBVM-Brazilian Federation of Sailing and Motorboating, and FEVESP-Sailing Federation of the State of São Paulo.

 

2. Rules

The regatta will be governed by the 1997-2000 ISAF International Sailing Federation's Racing Rules of Sailing, the prescriptions of FBVM, SCIRA-Snipe Class International Racing Association and the Sailing Instructions. The organizing authority will appoint an International Jury which will address protests and requests for redress. The selection and authorization of this jury will be posted on the notice board at the site of the regatta. Protests and requests for redress will not be subject to appeals. This regatta is classified as a Category A event, in accordance with ISAF's appendix G2 and G3, and SCIRA Event Sponsorship Policy.

 

3. Schedule

The regatta will officially start on November 15, at 8:00 a.m., with registration of the participants, boat inspection and boat measurement. Sailing Instructions will be delivered to all participants at the time of registration, in English and Portuguese.

4. Eligibility

All contestants shall be under 20 years of age (not having their 20th birthday during 1997). Two skippers from any country, in good standing with SCIRA, designated by the respective National Secretary, are eligible. Brazil may also register André Fonseca, current Junior World Champion, since he is otherwise eligible.

 

5. Entries

Entries must be submitted in writing by the National Secretary of a competing country, to Bertel Bojlesen, SCIRA National Secretary of Brazil, until September 1, 1997. No entries will be accepted after this date, with the exception of substitute crews, for certifiable reasons. No entry fees will be charged. Please contact:

6. Boats

Equally matched boats will be made available to all competitors. However, based on the Junior World Deed of Gift Amendment of May 3, 1996, should any competitor choose to use his own boat or charter one locally, he will be allowed to do so. This should be informed to the Brazilian National Secretary, when submitting the entry.

 

Those electing to use a boat provided by the organizers will pay a fee of US$150.00 to cover insurance costs and make a deposit of US$300.00 to be refunded if the boat is returned without any damage. These payments shall be made in US dollars, at the time of registration.

 

7. Measurement and Inspection

Each boat will be measured and inspected with emphasis on weight, moment of inertia, mast dimensions, centerboard, boom, rudder and sails. All boats will be subject to random weighing, measuring and inspection, at any time during the regatta. Competing crews which will use boats other than those provided by the organizers shall present the corresponding measurement certificate prior to registration.

 

5. Course

Racing will be on windward-leeward courses, triangular courses or variations thereof, in front of the Clube de Campo de São Paulo. The length of the courses will be determined by the overall sailing conditions.

 

9. Scoring

Scoring for the regatta will be according to the SCIRA Low Point System. If six or seven races are completed, the worst score of every boat shall be dropped, including a disqualification. One race shall constitute a regatta.

 

10. Prizes

Prizes will be awarded to the skipper and crew placing first in each race, and to the first five skippers and crews in the overall Championship.

 

11. SCIRA Prescriptions

The 1997 JUNIOR WORLD CHAMPIONSHIP OF SCIRA will be conducted in accordance with the prescriptions of the VIERI LASINIO CASTELEVERO TROPHY (SCIRA OFFICIAL RULE BOOK 1996-2000, pages 118 and 119) and the Junior World Deed of Gift Amendment of May 3, 1996. Lodging and food will be offered to the first crew of each country, National Secretaries and SCIRA authorities.
