3.- RULES:

The ISAF RRS (1997-2000), the S.C.I.R.A. Rules for Conducting National and International Regattas (1996-2000), the Deed of Gift and the Sailing Instructions shall be in effect.

4.- ADVERTISING:

This regatta is classified as a Category "B" event according to Appendix G, RRS, with the modifications specified by the S.C.I.R.A. Event Sponsorship Policy.

5.- ENTRY AND ELIGIBILITY:

Boats and Skippers registered by the SCIRA will be able to enter this Regatta as detailed in the SCIRA Official Rule Book 1996-2000, European Youth Championship´s parragraph.

Entry forms must be completed using the enclosed official form and sent no later than July 1st 2000 to:

7.- REGISTRATION:

Registration of participants will take place at the Race Office of the hosting Club, before 19.00 hrs. of Friday 1st september, 2000.

At registration, each boat will be required to document: a valid S.C.I.R.A. membership acreditation, valid third-party insurance coverage (see "Responsibility and insurance" below), valid measurement data sheet (see "Measurement" below) and authorisation, from the correspondent National Authority, to exhibit individual advertising as permitted in RRS Appendix G4 for Category B events.

8.- MEASUREMENT:

  1. All boats and sails must meet the provisions and specifications of the S.C.I.R.A. Rules for Conducting National and International Regattas.
  2. Measurement will be conducted at the Real Club de Regatas de Santiago de la Ribera. The measurement schedule is as follows: Friday 1st September, 2000, from 09.00 to 14.00 and from 16.00 to 19.00 hours.
  3. The measurement committee may, at its discretion, measure and validate any items included under 3.1, 3.2, 3.3 and 3.4 of the S.C.I.R.A. Rules for Conducting National and International Championship Regattas.
  4. A valid measurement data sheet (MDS) must be on file at the Federación de Vela de la Región de Murcia´s office, prior to August 1st, 2000.
  5. Any boat without a measurement data sheet (MDS) on file with the Federación de Vela de la Región de Murcia´s office, will be subject to a 70 EUR measurement fee payable at the time of measurement.

9.- INTERNATIONAL JURY:

An International Jury will be appointed in accordance with the RRS Appendix Q.

Jury decisions will be final.

10.- SAILING INSTRUCTIONS:

The regatta Sailing Instructions will be available upon completion of registration at the Real Club de Regatas de Santiago de la Ribera.

11.- COURSES:

The courses to be sailed are the Class approved courses for Championship regattas as published in the current S.C.I.R.A. Official Handbook, and will be detailed in the Sailing Instructions.

12.- SCORING:

The S.C.I.R.A. Low Point scoring system as modified by the Sailing Instructions will apply. Sailing Instructions will contain information on drop races and Disqualification not Discardable (DND).

13.- PENALTIES:

RRS 44.2 (720 Degree Turn Penalty) is in effect.

14.- RESPONSIBILITY AND INSURANCE:

  1. The organizing authority and any other parties involved in the organization of this regatta shall bear no liability for any injury, damage loss or claim, whether personal or material, incurred by or inflicted to participants before, during and after the regatta.
  2. Boat owners must show a certificate of a currently valid third party insurance policy, with a minimim cover of 30.000 EUR or its equivalent in any other currency.
  3. Competitors shall participate in the regatta entirely at their own risk and responsibility. Competitors and boat owners must insure their boats and persons at personal discretion.

15.- PRIZES:

To be specified in the Sailing Instructions.

16.- ACCOMMODATION:

The organization will take care of accommodation for each participant country´s Champion, from the night of August 30th to the night of September 4th, 2000.

17.- TRAVEL INFORMATION:

From Barcelona: Take Highway A7 to Murcia, then take N301 to Cartagena, exit by MU-3319 to San Javier (Aeropuerto) till you find the directions to Santiago de la Ribera.

From Madrid: Take Highway A3 to Valencia and follow the directions to Alicante, exit onto Highway A7 and proceed as if coming from Barcelona.

Nearest International Airport: ALICANTE.

Local Airport: San Javier, MURCIA. Daily flights to and from Madrid and twice a week to and from Barcelona.
