Rules: The current ISAF Racing Rules of Sailing (RRS, the SCIRA Rules for Conducting National and International Championship Regattas, the trophy restrictions of the Roy Yamaguchi Trophy Deed of Gift and the Sailing Instructions shall be effect. Decisions of the Jury will be final a provided in RRS 70.4. The following changes and clarifications to the RRS and SCIRA Rules shall be in effect:

  1. RRS 68 (Damages) is changed to add:
    1. A boat that retires from a race or accepts a penalty does not, by that action alone, admit liability.
    2. No Jury, US Sailing or SCIRA appeal authority shall adjudicate any claim for damages. Such a claim is subject to the jurisdiction of the courts.
    3. A basic purpose of the rules is to prevent contact between boats. By participating in this event, a boat agrees that the responsibility for damages arising from any breach of the rules shall be based on fault as determined by the application of the rules, and that she shall not be governed by the legal doctrine of 'assumption of risk' for monetary damages resulting from contact with other boats.
  2. Appendix A (Scoring) A1.3 (Scores Not Discardable) and the SCIRA Low Point Scoring Table are changed and interpreted to permit that a disqualification under RRS 42 shall be eligible to be dropped.
  3. An International Jury is constituted and appointed by SCIRA and shall have authority under Appendix Q. As the Organizing Authority, SCIRA reserves for itself the right and responsibility under Q2 to decide issues of eligibility, measurement and equipment and to make or approve changes to the Sailing Instructions. SCIRA may refer any issue to the Jury for advice or determination.
  4. RRS 30.3 (Black Flag) shall not be used.
Advertising: This regatta is classified as Category "A" Appendix G3 as specifically changed by the SCIRA Event Sponsorship Policy. In accordance with G3(f), SCIRA does not require a competitor to display advertising.

Entry and Eligibility: This regatta is open to SCIRA registered boats and SCIRA women skippers that are in good standing with the Class. The entry fee is $150.00 per team, if received by August 31,1998 (see Registration). The fee for proper entry received after August 31 shall be $200.00. The Organizing Authority and Host Club reserve the right to reject any entry received after September 25, 1998. Payment shall be by wire transfer, Mastercard/Visa or check. All regatta payments by check must be in U.S. dollars and drawn on U.S. banks. Complete details are in the registration packet.

Schedule:

Saturday October 3: Registration (until 3pm), measurement, practice race & Opening Ceremonies
Sunday October 4: Race 1 and Social event
Monday October 5: Races 2 & 3 and Social event
Tuesday October 6: Races 4 & 5 and Social event
Wednesday October 7: Races 6 & 7, Awards and Closing Ceremonies

Measurement:

  1. All boats are subject to measurement at any time, while not racing, at the discretion of the Class, Jury or Race Committee.
  2. All boats are required to properly display a 1998 Class Sticker.
  3. Full compliance with measurement requirements is the sole responsibility of the entrant.
Charter Boats: Approximately 15 charter boats (#25000-#27999) are available through the local organizers on a "first come, first served" basis in a Lottery Pool. The Charter Fee for boats in the Lottery Pool shall be $500.00 plus $75.00 for insurance. A Damage Deposit of $250.00 is also required and shall be returned when the charter boat is returned intact. Boats shall be assigned by Lottery and in order to participate in the Lottery a payment of $325.00 ($250.00 Damage Deposit & $75.00 Insurance) must be received by the local contact no later than August 31, 1998.

In addition, approximately 5 newer charter boats (#28000+) will be available on a "first come, first served" basis from the local organizers at higher prices, plus $75.00 for insurance. A Damage Deposit of $250.00 is also required and shall be returned when the charter boat is returned intact.

In the event that there are more requests than available charter boats, priority will be given to competitors from outside North America. Decisions regarding the Damage Deposit, the assignment of Damages and the full or partial return of the Damage Deposit are solely at the discretion of Snipe Fleet 532. Payment shall be by wire transfer, Mastercard/Visa or check. All regatta payments by check must be in U.S. dollars and drawn on U.S. banks. Complete details are in the registration packet. Sailing Instructions: The Sailing Instructions shall be available at Severn Sailing Association no later than at Registration on October 3, 1998.

Courses: The courses to be sailed are those approved by SCIRA in the Rules for Conduct for National and International Championship Regattas and as published in the Official Rule Book (1996-2000).

Scoring: SCIRA Low Point Scoring shall be used. A drop race shall be permitted upon the completion of 6 or more races, as permitted by the DND (Disqualification not Discardable) provisions of the SCIRA Low point Scoring Table and as changed by this Notice of Race (Rules 3) and the Sailing Instructions.

Prizes:

  1. The winning skipper and crew shall be awarded the Roy Yamaguchi Trophy.
  2. The top ten finishing skippers and crews shall receive an award.
