Open to:
- The winner in each US District Championship (actual finishers, no alternates) qualify directly.
- The current National Champion qualifies automatically
- The current Wells Champion qualifies automatically. If he/she chooses to compete then the number of Heinzerling boats shall increase by 1.
- Other boats up to a total of 32 entries (plus ties) for the Heinzerling Series shall qualify by competing in the Crosby Series.
- Skipper must be paid up and in good standing with his fleet and with SCRIA and must have taken part in at least 5 official point score races or 5 sanctioned regatta races during the current season. The skippers must present credentials signed by their Fleet Captain, along with their entries.
Regatta Conditions:
- The regatta shall be held each year, preferably rotating between the seven districts thus - 2-7-4-1-3-6-5 to compete for the Heinzerling, Wells, Crosby and Portage Lakes trophies in the National Championship races and the Duffy Trophy for the Junior Championship.
- The specific location recommended is subject to approval by the US Board of Governors at a meeting one year prior.
- An entry fee shall be paid by each entrant in the National Championship races, a portion of which is to be turned over tot he US National Secretary, as determined by the US Board.
- Entries postmarked or submitted after the deadline as published in the Official Entry Form in the Snipe Bulletin shall be accepted as late as midnight of the Saturday of measurement, but such entries shall be charged an additional $50.00 to the published entry fee.
- "Rules for Conducting National and International Championship Regattas" are specific instructions covering all details of running the regatta furnished by the International Rules Committee and approved by the Board of Governors. These instructions must be followed in all respects.
- 5 or 6 races of the Olympic-type specified therein with a drop race only if there are 6 races sailed. 3 races per day, but no more than 3 races per day may be scheduled and raced.
- Course length shall be 5 nautical miles minimum, 7 nautical miles maximum. No shortened courses.
- Standard system for starting Snipe races hall be used and all races are to be held under the rules of the USSA, with the 720 optional penalty rule to be used instead of disqualification, following procedures specified by USSA or IYRU
- There shall be a separate regatta and protest committee.
- The same skipper must sail in all races using his own or a borrowed boat. The same crew shall race in all races except for reasons satisfactory to the Race Committee. In borrowed boats, skippers must use their own sails properly numbered.
Time Limit:Details in "Rules for Conducting National and International Championship Regattas."
Trophy Responsibility and Conditions: Name of winning boat, skipper, crew and fleet with the year to be engraved each year on the trophy at the expense of the winning fleet. The trophy shall be in the custody of the winning fleet and his fleet shall be responsible for its care and safe-keeping and shall see to it that the trophy is returned not later than required for the regatta the following year. the trophy shall be properly boxed and shipped insured. The trophy at all times shall be the responsibility of the fleet until it is received by the fleet holding the next races.
