Rules:
The current Racing Rules of Sailing (2001-2004), the SCIRA Rules of Conduct for Conducting National and
International Championship Regattas, and the Deeds of Gift (US Women’s Nationals Trophy, Commodore Owen E. Duffy
Memorial Trophy, Crosby Memorial Trophy, Commodore Charles E. Heinzerling Trophy, The Wells Trophy) as modified
January 18, 2003. The prescriptions of US SAILING shall not apply except for the following prescriptions: 61.4, 62.2,
64.3(b), 68 and Appendix F.
Deeds of Gift Modifications:
Modifications to the Crosby Memorial Trophy, Commodore Charles E. Heinzerling Trophy
and The Wells Trophy Deeds of Gift by the SCIRA US Board as of January 18, 2003 and agreed to by the Beverly Yacht
Club:
- The Crosby Series shall be sailed as a single fleet when less than 50 boats are registered. There shall be four fleets rotating in two starts when 50 or more boats are registered. If split (four) fleets are required, the National Secretary, or his designee, shall divide the registered boats into equal fleets at the close of registration.
- If any single flight of a split fleet in the Crosby Series must be abandoned or otherwise discarded, it must be resailed
during the original Crosby Series schedule; otherwise the other flight in that set of starts shall be discarded.
The Crosby Series shall be limited to a two-day event, and races completed during those days shall constitute a
series. If no races have been completed in those two days, a third day shall be utilized for the series, and the series
shall be limited to races completed that day.
- At the time of registration, both the skipper and crew must be paid members and in good standing with SCIRA, and
must complete registration and pay all fees associated with the US Nationals.
- There will be no prequalifiers to the Heinzerling Series; selection to sail in the Heinzerling Series is only by
performance in the Crosby Series.
- The overall finish position in the Crosby Series shall be counted as a single race score in the Heinzerling Series. In
the Wells Series, the overall finish position in the Crosby Series shall be counted as a single race score but shall be
reduced by the number of qualifiers for the Heinzerling Series.
- If there are fewer than 45 registered boats in the Crosby Series, the top 25 of the overall finishing positions shall
qualify for the Heinzerling Series. If there are 45 or more registered boats in the Crosby Series, the top 33 of the
overall finishing positions shall qualify for the Heinzerling Series. The remaining boats shall sail in the Wells
Series. If there are 30 or fewer registered boats in the Crosby Series, there shall be no Wells Series sailed, and all
registered boats shall sail in the Heinzerling Series.
Advertising:
This regatta is classified as Category A in accordance with the SCIRA Advertising Prescription as published
in the Official Handbook (2001-2004).
Entry and Eligibility:
- At the time of registration, both the skipper and crew must be paid members and in good standing with SCIRA, and
must complete registration and pay all fees associated with the US Nationals.
- The US National Championship is open to US SCIRA registered boats and skippers in good standing in 2003,
subject to any Deed of Gift restrictions.
- US Women’s National Championship is open to any number of female skippers with female crews from any fleet in
the US who are 2003 SCIRA members in good standing, subject to any Deed of Gift restrictions.
- US Junior/Special Junior National Championship is open to any number of junior skippers with junior crews/junior
skippers with any crew, from any fleet of the US (or possessions) who are 2003 SCIRA members in good standing,
subject to any Deed of Gift restrictions. A junior is a boy or girl not yet 20 years old on December 31, in the year in
which he/she is competing.
Registration:
Registration for the US Women's National Championship ($25), the US Junior National Championship ($20),
the US Special Junior National Championship ($25) and the US National Championship ($150) shall be submitted to the
SCIRA Office by completing the official entry form and mailing to the SCIRA Office, with the appropriate fee. Entries for
the US National Championship postmarked after June 9, 2003, shall include a late fee of $50.
Schedule:
- The number of races to be scheduled in each event shall be in accordance with the applicable Deed of Gift and
subsequent modifications.
- Measurement: Friday, July 11, through 4:00 pm, Sunday, July 13
- Registration: Friday, July 11, through 5:00 pm, Sunday, July 13
- Women’s and Junior/Special National Championship: Saturday, July 12, and Sunday, July 13
- US National Championship – Crosby Series: Monday, July 14, and Tuesday, July 15
- US National Championship – Heinzerling Series: Wednesday, July 16, through Friday, July 18
- US National Championship – Wells Series: Wednesday, July 16, through Friday, July 18
Measurement:
- All boats shall have a 2003 SCIRA decal properly displayed.
- All boats are subject to measurement at any time at the reasonable discretion of the class or race committee.
Sailing Instructions:
The regatta Sailing Instructions will be available at the regatta on-site registration desk and on the
official regatta Web site approximately 2 weeks prior to the event.
Courses:
The courses to be sailed are the Class approved courses for Championship regattas as published in the current
SCIRA Official Handbook (2001-2004).
“Black Flag”:
RRS Rule 30.3 shall not been used in this regatta.
Scoring:
The SCIRA Low Point scoring system as published in the SCIRA Official Handbook (2001-2004) and on
www.snipe.org, will be used. The overall finish position in the Crosby Series shall be counted as a single race score in the
Heinzerling Series. In the Wells Series, the overall finish position in the Crosby Series shall be counted as a single race score
but shall be reduced by the number of qualifiers for the Heinzerling Series. Drop races for each series are as follows:
- US Junior/Special Junior National Championship and US Women’s National Championship – A drop race shall be
allowed with the completion of 6 races.
- US National Championship – Crosby Series: All races shall count.
- US National Championship – Heinzerling and Wells Series– A drop race shall be allowed with the completion of 6
races (including the final results of the Crosby Series scored as one race).

- Commodore Owen E. Duffy Memorial Trophy, Junior National Champion of the United States
- Gilreath Trophy, Champion crew of the US Junior National Championship Series
- 1st-3rd Place
- US Special Junior National Championship
- Old Man Diaz Trophy, Top placing Junior in the Special Junior National Championship
- 1st-3rd Place
- US National Championship – Crosby Series
- Crosby Memorial Trophy
- 1st–5th Place
- US National Championship – Heinzerling Series
- Commodore Charles E. Heinzerling Trophy, National Champion of the United States
- Slauson Memorial Trophy, Second place winners in the Heinzerling Series
- Eleanor Williams Memorial Trophy, The woman (skipper or crew) having the best total point score of the
Heinzerling Series
- Carolyn Nute Memorial Trophy, Top placing married couple sailing in the US National Championship
- 1st–10th Place
- US National Championship – Wells Series
- The Wells Trophy, Winner of the fleet not sailing for the Heinzerling Series
- 1st–5th Place
- Other
- Harold Griffith Trophy, Awarded to the skipper with best total point score for combined Crosby and
Heinzerling Series
- Masters Endurance Trophy, Oldest placing skipper entered in the US National Championship
- The Macklanburg-Duncan Trophy, Awarded to the Chairman of the Race Committee for the US National
Championship
- National Secretary Trophy, Awarded to the Regatta Chairperson for the US National Championship
Qualification for Subsequent Event:
The 2003 US Snipe National Championship shall determine 3 out of the 5
representatives granted the US for the 2004 Western Hemisphere & Orient Championship, which is to be hosted in Cabo
Frio, Brazil. Details on the SCIRA US Rules For Representation At International Events can be found on the SCIRA US
Web site (www.snipeus.org/official/international.htm). While the right of appeal shall not be denied under RRS 70.4,
representatives to the 2004 SCIRA Western Hemisphere & Orient Championship will be selected based the standings at the
end of this regatta.

- Friday, July 18 - Awards dinner at the BYC for US Nationals (included for competitors)
Extra tickets are available for all events for an additional cost.
